To further improve the circulation efficiency of agricultural products, increase farmers' income and promote rural revitalization, the Ministry of Finance and the Ministry of Commerce jointly issued a circular, deciding to promote agricultural and commercial connectivity and improve the supply chain of agricultural products.
'Through policy guidance and market participation, we will promote the interconnection between agriculture and business, promote comprehensive, in-depth and precise connection between agricultural products distribution enterprises and new agricultural operating entities, focus on strengthening the construction of distribution facilities such as post-production commercialization of agricultural products, realize joint products, facilities, standards, data and markets, and create joint production and consumption from the top down,' the circular said. A new type of agricultural-commercial relationship featuring closely linked interests, closely linked production and marketing and long-term stability.
The notice clearly supports agricultural circulation enterprises or new agricultural operating entities that adopt the mode of order agriculture, integrated production and marketing, and equity investment cooperation, combining with their own actual conditions, focusing on the weaknesses and weak links of the supply chain system of local advantageous agricultural products, constantly improving the infrastructure, and innovating the application of new modes and technologies. We will focus on the following aspects: strengthening the construction of postpartum commercial processing facilities; Developing cold chain logistics of agricultural products; Optimize the function of connecting production and marketing of agricultural products supply chain in key pedestrian streets; Enhancing the capacity to benefit the people at the end of the supply chain; Promote the standardization and branding of local advantageous agricultural products.
The central government plans to allocate 200 million yuan to each of the provinces, autonomous regions and municipalities, the circular said. The funding will be divided into two years. In 2019, each province (autonomous region and municipality directly under the central government) will support 100 million yuan. In 2020, the remaining funds will be allocated according to the progress of the work. The proportion of central government funds supporting post-production commercialization facilities and cold-chain logistics of agricultural products shall not be less than 70%.
